Export packets add “freight collect” versus “freight prepaid.” That is a payment instruction to the carrier or broker, not a statement that the cargo is free.
How carriers hear the word
Dispatchers hear freight as a load that needs equipment: dry van, reefer, flatbed. They do not hear a shoebox. If you email “need shipping tomorrow” without pallets and weight, you will get a clarification loop instead of a truck.
LTL rating departments hear freight as class and density. FTL desks hear miles, deadhead, and whether you can load in two hours. Same word, different P&L.
Spanish plants and the word flete
On Mexico-facing teams, flete almost always means the cost. If a U.S. buyer writes “freight included” on a PO, the Mexican plant may assume the U.S. party pays the inland truck. Put the payer on the BOL in plain language.

Claims follow the cargo meaning
