Freight Transportation Arrangement Under Broker Authority
Arrangement is the legal word for what a property broker does. Here is the sequence shippers should expect, from tender to invoice.

Freight transportation arrangement is the phrase regulators use when they mean: someone other than the motor carrier is paid to select that carrier and tender the load. It is not a poetic synonym for “logistics.” It is the box COL Freight Solutions is licensed to occupy.
Understanding arrangement helps a shipper write a better SOP. You are contracting for selection, dispatch coordination, and payment of the trucker—not for COL to take title to the freight or to fly it across an ocean.
The sequence, start to invoice
You send a tender. We confirm whether the equipment and lane are coverable. We select a motor carrier, issue a rate confirmation, and dispatch. The carrier issues the bill of lading. We track exceptions. We invoice you under the broker-shipper terms and pay the carrier under the broker-carrier terms.
If that sequence is short-circuited—carrier not confirmed, BOL never issued—you do not have arrangement. You have a rumor.
What the shipper still owns
Accurate commodity, weight, and facility rules. The customs broker if a border is involved. The decision to buy extra cargo insurance. Arrangement does not absorb those duties unless a separate contract says so.
Where arrangement stops
It stops at the highway product we are authorized to broker. It does not become ocean forwarding because the cargo later sits on a vessel. Nominate a forwarder for that leg. Keep COL on the truck legs you want us to arrange.
Why the legal word should appear in your vendor file
Procurement templates that only say “carrier” create claims confusion. Put “property broker / freight transportation arrangement” on the COL record, with USDOT 4427559 and MC-1741651. Then put the motor carrier’s name on the actual BOL.
Exceptions are part of arrangement, not extras we dodge
A closed yard, a missed appointment, a border queue: arrangement includes working those events. It does not include inventing a detention rate in this article. Detention follows the rate confirmation you signed.
